radioactivit\u0103\u021bii probelor de mediu<\/strong><\/h3><p>\u00cen cadrul Programului de Monitorizare a Radioactivit\u0103\u021bii Mediului la CNE Cernavod\u0103 sunt prelevate \u0219i analizate din punct de vedere al con\u021binutului de radioactivitate probe de:<\/p><ul><li>aer (depunere pe filtre de particule, cartu\u0219e de iod, vapori de ap\u0103 din aer);<\/li><li>depuneri atmosferice umede;<\/li><li>ap\u0103 (ap\u0103 din Dun\u0103re, ap\u0103 din Canalul Dun\u0103re \u2013 Marea Neagr\u0103, ap\u0103 de infiltra\u021bie \u00een sol, ap\u0103 de ad\u00e2ncime, ap\u0103 pluvial\u0103, ap\u0103 potabil\u0103);<\/li><li>sediment;<\/li><li>pe\u0219te;<\/li><li>sol;<\/li><li>vegeta\u021bie spontan\u0103;<\/li><li>lapte;<\/li><li>carne (pui, vit\u0103, porc);<\/li><li>ou\u0103;<\/li><li>legume (salat\u0103 verde, spanac, ridichi, ceap\u0103 verde, fasole verde, castrave\u021bi, ro\u0219ii, ardei, vinete, varz\u0103, cartofi);<\/li><li>fructe (c\u0103p\u0219uni, cire\u0219e, caise, piersici, struguri);<\/li><li>cereale;<\/li><li>DTL \u2013 uri (dozimetre termoluminiscente care m\u0103soar\u0103 doza gama integrat\u0103 trimestrial).<\/li><\/ul><p>Pentru determinarea radioactivit\u0103\u021bii mediului din zona CNE Cernavod\u0103, se preleveaz\u0103 anual aproximativ 1200 probe din 115 loca\u021bii, de pe o suprafa\u021b\u0103 cu raza de 30 km \u00een jurul Centralei, \u00eensum\u00e2nd peste 2700 analize pe an: tritiu (H-3), carbon-14 (C-14), radionuclizi gama emi\u021b\u0103tori naturali \u0219i artificiali, determin\u0103ri alfa \u0219i beta globale, determinarea dozei gama integrate.<\/p><p>Centrala a construit \u0219i a dotat propriile laboratoare de radioprotec\u021bie: Laboratorul de Control Mediu, unde sunt m\u0103surate probele de mediu \u0219i Laboratorul de Dozimetrie Individual\u0103, unde sunt m\u0103surate probele de efluen\u021bi radioactivi. Laboratoarele care efectueaz\u0103 analize de radioactivitate sunt certificate de c\u0103tre CNCAN (Comisia Na\u021bional\u0103 pentru Controlul Activit\u0103\u021bilor Nucleare), \u00een conformitate cu cerin\u021bele legislative. \u00cen plus, laboratoarele sunt incluse \u00een programe de intercomparare, organizate de c\u0103tre Agen\u021bia Interna\u021bional\u0103 pentru Energie Atomic\u0103 \u2013 AIEA, Comisia European\u0103 \u0219i Asocia\u021bii Interna\u021bionale de laboratoare acreditate pentru aceste tipuri de m\u0103sur\u0103torii.<\/p><p><strong>Misiuni de verificare a implement\u0103rii programului de monitorizare a radioactivit\u0103\u021bii mediului<\/strong><\/p><p>\u00cen perioada 4 \u2013 12 iunie 2007, Comisia European\u0103 a efectuat o misiune de verificare a respect\u0103rii de c\u0103tre Rom\u00e2nia a condi\u021biilor din articolul 35 al Tratatului EURATOM. Concluziile verific\u0103rilor efectuate de c\u0103tre exper\u0163ii Comisiei Europene la CNE Cernavod\u0103 au ar\u0103tat c\u0103 programele de monitorizare a radioactivit\u0103\u021bii efluen\u021bilor \u015fi mediului, elaborate \u0219i implementate de c\u0103tre CNE Cernavod\u0103 sunt \u00een conformitate cu cerin\u021bele articolului 35 al Tratatului EURATOM. (Raportul misiunii de verificare este publicat pe site-ul Comisiei Europene, DG-TREN).<\/p><p>\u00cen luna iunie 2008, la solicitarea SNN prin Guvernul Rom\u00e2niei, Agen\u021bia Interna\u021bional\u0103 pentru Energie Atomic\u0103 \u2013 AIEA, a trimis o echip\u0103 de exper\u021bi pentru verificarea programelor de protec\u021bie la radia\u021bii a lucr\u0103torilor expu\u0219i profesional, a mediului\u00a0\u0219i a publicului din zona Cernavod\u0103, focalizat\u0103 pe evaluarea expunerii la tritiu. Echipa care a efectuat verificarea a fost compus\u0103 din exper\u021bi \u00een domeniul radioprotec\u021biei \u0219i securit\u0103\u021bii nucleare, cu experien\u021b\u0103 \u00een instala\u021bii nucleare similar cu CNE Cernavod\u0103. Raportul misiunii Agen\u021biei de la Viena arat\u0103 c\u0103:<\/p><ul><li>\u201eExploatarea Unit\u0103\u021bilor 1 \u0219i 2 de la Centrala de la Cernavod\u0103 se face \u00een cadrul unui sistem de reglementare bine definit, sub controlul strict al autorit\u0103\u021bii de reglementare care este o institu\u021bie independent\u0103. Operarea celor dou\u0103 unit\u0103\u021bi se face \u00een conformitate cu standardele na\u021bionale de radioprotec\u021bie \u0219i securitate nuclear\u0103, care iau \u00een considerare controlul evacu\u0103rilor radioactive \u00een scopul de a asigura protec\u021bia popula\u021biei \u0219i a mediului de efectele radia\u021biilor ionizante, inclusiv tritiu. Aceste standarde na\u021bionale sunt \u00een deplin\u0103 concordan\u021b\u0103 cu recomand\u0103rile interna\u021bionale stabilite \u00een standardele de siguran\u021b\u0103 ale AIEA \u2013 Agen\u021bia Interna\u021bional\u0103 pentru Energie Atomic\u0103 \u2013 adoptate de marea majoritate a statelor sale membre. Standardele de securitate nuclear\u0103 ale AIEA se bazeaz\u0103 pe concluziile Comisiei \u0218tiin\u021bifice a Na\u021biunilor Unite pentru Efectele Radia\u021biilor Atomice \u2013 UNSCEAR \u0219i pe recomand\u0103rile Comisiei Interna\u021bionale pentru Radioprotec\u021bie \u2013 ICRP, privind principiile, criteriile \u0219i metodologiile de radioprotec\u021bie a publicului \u0219i a mediului.\u201d<\/li><li>\u201eCentrala de la Cernavod\u0103 are implementate programe \u0219i sisteme de \u00eenalt\u0103 tehnologie pentru a preveni, minimiza \u0219i controla evacu\u0103rile radioactive de mediu (gaze \u0219i lichide), pentru a se asigura c\u0103 doza limit\u0103 pentru public este respectat\u0103\u201d.<\/li><li>\u201ePentru protec\u021bia adecvat\u0103 a mediului \u0219i popula\u021biei \u0219i respectarea Limitelor de Emisie stabilite de c\u0103tre autorit\u0103\u021bi, emisiile radioactive gazoase \u0219i lichide, precum \u0219i factorii de mediu sunt \u00een permanen\u021b\u0103 monitoriza\u021bi utiliz\u00e2nd echipamente de ultim\u0103 genera\u021bie \u00een domeniul nuclear, proceduri de analiz\u0103 bine stabilite, precum \u0219i resurse umane foarte bine preg\u0103tite tehnic.\u201d<\/li><li>\u201eSistemele de monitorizare a efluen\u021bilor radioactivi \u0219i mediului, precum \u0219i laboratoarele \u00een care se efectueaz\u0103 analizele sunt dotate cu echipamente \u0219i opereaz\u0103 la standarde de securitate nuclear\u0103, comparabile cu cele ale \u021b\u0103rilor dezvoltate av\u00e2nd o tradi\u021bie \u00een industria nuclear\u0103\u201d. (Agen\u021bia Interna\u021bional\u0103 pentru Energie Atomic\u0103,\u00a0IAEA 2008, Appraisal on the Radiation Protection Programs for Workers, members of the Public and the Environment, Control of Tritium Exposure, Cernavoda Nuclear Power Plant).<\/li><\/ul><p>\u00cen perioada 2 \u2013 19 octombrie 2023, la CNE Cernavod\u0103 s-a desf\u0103\u0219urat Misiunea WANO Peer Review. Echipa de exper\u021bi WANO \u2013 World Association of Nuclear Operators a efectuat o evaluare complex\u0103 a activit\u0103\u021bilor de la CNE Cernavod\u0103, care a inclus \u0219i evaluarea activit\u0103\u021bilor din laboratorul chimic \u0219i laboratoarele de radioprotec\u021bie.
