INFORMATION TO BE COMMUNICATED TO THE PUBLIC REGARDING SAFETY MEASURES IN OPERATION AND BEHAVIOR IN THE EVENT OF AN ACCIDENT

PART 1

For all sites covered by Law 59/2016:

(1) or the Security Report provided for in art. 10 para. (1) have been submitted to the competent authority.

Following the communication received from the Risk Secretariat of the Environmental Protection Agency, Societatea Naţională Nuclearelectrica SA – CNE Cernavodă Branch is a higher-level site due to the presence on site of hazardous substances in larger than relevant quantities, according to the provisions of Law no. . 59/2016.

In accordance with the legal provisions, the following documents were drawn up/updated and submitted to the Risk Secretariat of the Constanta Environmental Protection Agency, respectively ISU Dobrogea:

SEVESO activity notification, rev 5 with the transmission address to APM no. CNE_AUTORITATI-24 – 02372/27.03.2024, prepared according to Order 1175/39/2020 and Law 59/2016;

Policy for the Prevention of Major Accidents involving Hazardous Substances with no. CNE_AUTORITATI21 – 434/16.04.2021;

The security report 2018 edition, revision 2, developed in 2023, with the receipt report no. CNE_AUTORITATI-24 – 01721/14.02.2024 drawn up according to Law 59/2016;

Internal Emergency Plan, rev 3 with no. CNE_AUTHORITIES – 22 – 1057/ 30.09.2023.

  1. Explaining in simple terms the activity or activities carried out within the site

The field of activity of the company Societatea Naţională Nuclearelectrica SA – CNE Cernavodă Branch mainly represents:

– electricity production – CAEN code 3511

SNN SA – CNE Cernavodă branch is included as a SEVESO objective because it owns the following chemical substances in the category of those provided by Law 59/2016, regarding the control of major accident hazards:

I. Hydrazine is a substance used for the chemical conditioning of demineralized water systems, acting as an oxygen-reducing agent:

  • to minimize the content of dissolved oxygen in the secondary circuit of steam generators U1 and U2 (closed circuit);
  • to minimize dissolved oxygen from steam generators during wet storage;
  • for the reduction of dissolved oxygen in the demineralized water, respectively for the minimization of carbon steel corrosion in the closed cooling circuits of the plant (recirculated cooling water, chilled water, sprinkler system in the tire, cooling system of the active area in case of emergency);
  • for the reduction / control of dissolved oxygen in the demineralized water of the biological protection system (and for the minimization of radiolysis).

In the Turbine Building in U1 and U2, hydrazine, in its original packaging, is stored in the chemical addition room. In this room there is approved storage space where the stock of maximum 2 barrels of hydrazine, required for additions in two tanks, where these chemicals are diluted with demineralized water according to applicable field procedures. Additions are carried out by trained personnel and according to approved procedures, taking measures to protect personnel and the environment. The addition chamber is equipped with a drainage basin, so hydrazine is not discharged into the sewer. When the tank is full, it is emptied into properly labeled drums and treated as hazardous waste.

The solution from the tank is injected into the suction of the main pumps related to the supply system of the steam generators. Here the hydrazine reacts (is consumed) with the dissolved oxygen in the feed water.

In the case of the closed cooling systems of the plant, similarly there is a tank in which hydrazine is added (approximately 20 liters) for the conditioning of the closed cooling systems of the plant (recirculated cooling water, chilled water). Hydrazine is also added to the tire spraying system (approx. 200 liters of 35% hydrazine per addition, with a frequency of 1/year) and to the cooling system of the active area in case of emergency.

II. Petroleum products: diesel and CLU:

II.a) Diesel fuel is used as fuel for emergency and backup diesels. The backup power supply system ensures the production of power for vital consumers in the event of a failure of the power supply system. The emergency power supply system ensures the production of electricity for vital consumers in the event of a failure of the power supply system, more precisely, it will provide a reserve of electricity for the safe shutdown of the reactor and for the evacuation of residual heat from the reactor , if all other energy sources are unavailable. There are 4 spare diesel groups for U1, 2 spare diesel groups for U2, 2 emergency diesel groups for U1 and 2 emergency diesel groups for U2. These groups are tested periodically.

II.b) CLU (light liquid fuel) is used as fuel for the Thermal Power Plant (CTP). The Start-up Thermal Power Plant has the role of supplying steam during the shutdown of the nuclear units and when they are restarted. CTP is used to restart a nuclear-electric unit only in the situation where both CNE units are stopped and it is necessary to start one of them. However, the 2 functional boilers of CTP are tested periodically (quarterly).

  1. General information on the methods of warning the interested public, if necessary; adequate information regarding the appropriate conduct in the event of a major accident or indication of where that information can be accessed electronically.

In case of a major accident (e.g. fire, explosion, toxic dispersion, etc.) the location/ economic unit is equipped for public alarm with two electronic sirens. These devices can be activated from within the site, by personnel appointed/designated for such situations. In addition, CNE Cernavodă installed an electronic siren in the town of Cernavodă and replaced the electronic siren in Saligny commune. These sirens are activated by the local public authorities in the two localities, following the notification received from CNE Cernavodă.

 

For this purpose ATTENTION TO :

  • The sound of the electronic public alarm siren (DISASTER ALARM – 5 sounds of 16 seconds each, with a 10-second pause between them; ALARM CESSATION – A continuous sound, of the same intensity, lasting 2 minutes.);
  • The announcements sent through the electronic siren and the Public Address System can be found in annex no. 1;
  • Any information and messages sent through the RO-ALERT system or by the authorities, alarm messages sent by phone, radio, etc.

In addition, CNE Cernavodă notifies the competent authorities responsible for the application of Law 59/2016 (the Inspectorate for Emergency Situations “Dobrogea” of Constanța County, the Risk Secretariat of the Constanța Environmental Protection Agency, the Constanța County Commissariat of the National Environmental Guard, the Basin Administration Dobrogea – Littoral Constanța, Agigea Central Dispatch of the Administration of Navigable Channels).

To avoid injury/intoxication, people in the risk area must follow the following instructions:

a) in case of major emissions (toxic dispersions):

  • Move away from the scene of the accident;
  • Do not stay outdoors to avoid inhaling the toxic substance;
  • Take urgent shelter inside a building;
  • Close windows and doors urgently;
  • Help, if necessary, children, the disabled and the elderly;
  • Disconnect air conditioners or fans from the space where you are or the car;
  • Hold a wet handkerchief to your nose and mouth;
  • In case of health problems that arise later, consult your doctor.

b) in case of fire or explosions:

  • Move away from the scene of the accident;
  • Do not stand in the direction of air currents that carry combustion products with them. If necessary, protect the respiratory tract by holding a wet handkerchief over the nose and mouth and leave the area immediately;
  • Leave the building you are in if it is affected by the incident. If it can remain under construction, disconnect the air conditioners or fans in the space you are in;
  • Help, if necessary, children, disabled people and the elderly.

  1. General information on the nature of major accident hazards , including their potential effects on human health and the environment, and brief details on the main types of major accident scenarios and control measures for their management.

The activities carried out at the CNE Cernavodă site comprise a set of complex operations with effective surveillance and control systems, which involve the technical factor and the human factor as well. Because of this, there is a risk factor in the processes of production, use, storage or transport of chemical products.

The use, transportation and storage of dangerous substances, under certain conditions, can lead to major risk situations. The risk of a major accident is determined by the coexistence of several risk factors:

The activity carried out at the site is mainly focused on the production of electricity and heat using nuclear energy. As a result, the storage and use in the production process of toxic, explosive, flammable and environmentally hazardous substances is the defining aspect of security management.

The chemical substances in the category of those provided for by Law 59/2016, regarding the control of major accident hazards, used within the CNE Cernavodă are the following:

  • Hydrazine
  • diesel fuel
  • CLU (Light Liquid Fuel)

The potential effects on human health and the environment are as follows:

The main types of major accident scenarios considered in the on-site emergency plan and in the emergency procedures of CNE Cernavoăa are the following:

  • accidental releases of chemical substances or petroleum products from the container/ tank or system containing the hazardous substance during the operation or storage process ( ≥ 0.5 t for hydrazine / ≥ 2500 t for Diesel fuel / CLU);
  • accidental discharges of chemical substances or petroleum products into the liquid effluent ( ≥ 0.5 t for hydrazine / ≥ 2500 t for diesel / CLU);
  • fires involving chemical substances or petroleum products ( ≥ 0.5 t for hydrazine / ≥ 2500 t for diesel / CLU).

The main control measures for managing major accidents are as follows:

  • classification of the event;
  • notifying staff on site;
  • notifying the public authorities about the occurrence of the accident and requesting the necessary support;
  • the measures to clean up the chemical substance/to extinguish the fire are initiated;
  • cooperation with public authorities in order to bring the situation to a controllable and safe state and to minimize the effects on the population and the environment.

The probability of the occurrence of the accident is very small, as it is possible that it may never occur during the entire operation of an installation, of a machine, but it is not negligible.

  1. Confirmation of the fact that the owner of the activity (the operator) has the obligation to take appropriate measures on site , in particular to maintain the connection with the intervention services in case of emergency, to act in case of major accidents and to minimize their effects.

SNN SA – CNE Cernavodă Branch, confirms that it has taken all appropriate technical and organizational measures within the site, both for the safe operation of the installations, by using international norms and standards, periodic auditing, theoretical training and practice both on site and off site it, together with the authorities with major accident response tasks, to act in the event of major accidents and to minimize their effects. In this regard, the Internal Emergency Plan was drawn up in accordance with the requirements of Law 59/2016 and OMAI 156/2017. Within it, concrete measures are established that are taken in all accident situations identified through the systematic risk analysis within the Security Report, both at the level of the affected installations and at the level of site management. In addition, protocols and procedures for alerting all intervention forces inside and outside the site are established. Also, SNN-SA – CNE Cernavoda Branch has set up a Private Service for Emergency Situations that has both the training and the necessary equipment for emergency intervention in the event of an incident/accident.
